The Windmill stands on land that was formerly Croydon Common.  It was built on the site of the Pest House, to which small pox victims were sent (mostly to die).  

Local demand for flour had been largely satisfied by the water mill at Waddon until 1810.  However, the rapid rise in the population of Croydon increased demand and three windmills were built on Croydon Common.  One of these was The Black Mill, between Gloucester Road and Sydenham Road. 

The Windmill pub appears in records as early as 1811 when Thomas Stagg was listed as its “victualler”.  The nearby Cross Road is named after a later landlord, James Cross.
